Dynafed 1.2.3 pushed to EPEL-testing

Hello everyone,

the minor update release of Dynafed has been pushed to epel-testing today, it will soon appear in the mirrors.
Here are the release notes:

* [LCGDM-1997] – Permission denied trying to write an URL with double slashes
* [LCGDM-2193] – Httpd gives 403 for the static content under Apache 2.4 (CC7)
* [LCGDM-2196] – Directive allowusers[] does not parse correctly a space after the doublequotes
* [LCGDM-2197] – The allowgroup[] directive should be able to match against empty groups or any group
* [LCGDM-2216] – Add to ugrdmlite the new ExtendedStat implementation (shut up annoying exceptions)

** Task
* [LCGDM-2016] – Azure-type endpoints work, yet always show up as offline in the logs and the dashboard

** Improvement
* [LCGDM-2038] – Stricter behavior if Ugr fails to load an auth plugin that was specified
